Summary of the meeting of 5th July 2011

This is a summary of the regular meeting of the Trustees.  The full minutes are confidential.  This summary is posted for your interest and information only.

Finances:

  • The account balance is currently £53128.27

Review of Meeting held at BDC offices on 4th July

  • The NCC have provided  a document regarding obligations for commuted sums.  These amount to some £62,000. We have queried the figures relating to the Primary school
  • The breakdown of costs provided by the developer was examined and the discussion at the BDC meeting summarised for the committee. A figure of £500K had been proposed as the sum resulting from the housing less £62K from this for NCC commuted sums.
  • The total costs amounted to £651K however our architects thought they were conservative and professional fees need to be included.
  • Plans prepared by Simon Woodward of C&M Architects and Mark Williams of Flagship Housing. Amendments were discussed regarding:
    • windows on the West side of the main hall
    • external plans as as proposed by BDC.  The trustees agreed with the suggestions to move the Memorial Garden and to reposition the community garden and composting area.
    • access for loading/disabled drop off has not been put in place in either drawings yet.
    • playground available at all times for everyone; agreed to use the space next to the housing.  We want the playground in an undulating area using the spoil of the ground works, but also needs a flat space of sufficient size to enable casual football.
    • the Trustees would like to move the entire village hall build further to the east to increase the available space for the playground/recreational space.
    • the stage is now located at the rear of the hall rather than the side but we have lost vital storage space.  Sufficient storage space is a key component of our design brief.  Suggestions were made to redress this.
    • C&M will prepare 2 roof designs for the public consultation.  We like the idea of Sedum roof but the wave design seems cheaper.
    • walkers and those accustomed to using the land to walk dogs etc. need a route around the complex but rather than lay expensive paths we could simply cut a route through the wild grass and wild plants to make it more organic. The walkers should be consulted.

Partnerships/Contractual terms

  • We have emphasised to stakeholders that we did not wish our plans to be compromised because we were being held to the budget provided by the housing sum (suggested to be £440K).  We are confident that should we need to attain a further £250K we could do this but we needed to be given time to make this happen.
  • Trustees briefly discussed strategy to attain additional money.  We need to target specific project areas to potential funders and also seek financial assistance from local enterprises.  We agreed to discuss strategy further at next meeting.

Public Consultation

  • Suggested dates to be w/c 19th September or 26th September on Tuesday/Wednesday or Wednesday/Thursday, over 2 days
  • Venue – front of the Bridge Public House car park.  Visual attraction  for anyone driving past the pub which the school hall would not be able to offer. Marquee or display unit.
  • Suggestion to use wooden advertising boards to display the drawings around the village for up to a week before/after the public consultation.
